Rep. Ami Bera on March 26 welcomed the advancement of his bipartisan bill on U.S. educational and cultural exchange programs, which cleared the House Foreign Affairs Committee.
H.R. 6428, first introduced by Bera and Rep. Joe Wilson in Dec. 2025, will now proceed to the full chamber (House or Senate) for further consideration, debate, and a final vote.

The legislation directs the Secretary of State to submit a detailed report to Congress on participation in U.S.-funded exchange initiatives and comparable programs sponsored by the People’s Republic of China (PRC).
The report will outline participation by country, funding levels, and demographic data, along with long-term impact assessments on how such programs influence perceptions of the United States.
It will also assess their role in shaping U.S. diplomatic standing and include a comparative review of China’s expanding investments in similar initiatives.
Bera, who serves as ranking member of the Subcommittee on East Asia and the Pacific, which has jurisdiction over the Asian regions, said the measure is intended to give lawmakers clearer visibility into how exchange programs function as a foreign policy tool.
He described them as a key component of U.S. global engagement and said stronger evaluation mechanisms are needed as geopolitical competition increases.
“Educational and cultural exchange programs are among our most effective tools for advancing U.S. national security, strengthening diplomatic relations, and sustaining American global leadership,” an official statement from his office read.
He added that as the PRC expands similar initiatives worldwide, the United States must fully leverage this soft power tool to improve its diplomatic standing, influence, and strategic positioning.
