California Gov. Gavin Newsom appointed Indian American technology executive Subbarao Mupparaju as director of the Financial Information System for California (FI$Cal), the state’s centralized financial management platform.
Mupparaju, a Sacramento resident, has served as chief deputy director of FI$Cal since 2023. His appointment was announced May 14 and requires Senate confirmation.

FI$Cal manages California’s statewide financial operations, including budgeting, accounting, procurement and cash management across state agencies and departments. The system was created to modernize and integrate the state’s financial infrastructure and improve transparency and efficiency in government operations.
Before becoming chief deputy director, Mupparaju served as chief information officer at FI$Cal from 2015 to 2021. He later became chief information officer at the California Department of Housing and Community Development from 2021 to 2022.
He also served as California state chief enterprise architect at the California Department of Technology between 2012 and 2015.
Earlier in his career, Mupparaju worked as chief technologist at HP Enterprise Services and executive information technology architect at IBM. He began his career as a senior systems analyst at Tata Consultancy Services from 1992 to 1996.
The position carries an annual compensation of $224,928.
In a separate appointment announced May 15, Newsom also named Anupriya Ramraj, of Granite Bay, to the 20th District Agricultural Association – Gold Country Fair Board, which oversees operations at the Gold Country Fairgrounds in Auburn.
Ramraj is founder and chief executive officer of Vaultzy, Inc. and previously held leadership roles at PricewaterhouseCoopers, Unisys, DXC Technology and Hewlett Packard Enterprise.
