An Indian Sikh student has been deported from Canada after the Immigration and Refugee Board found him inadmissible on grounds of organized criminality linked to investigations in Ontario, Alberta and British Columbia.

According to Immigration and Refugee Board transcripts obtained by CBC News, Arshdeep Singh came to Canada as a student in August 2022 and was later on a post-graduate work permit set to expire in April 2026.

He was arrested in November 2025 for shoplifting at West Edmonton Mall. Authorities said evidence from his phone connected him to arson, shootings, extortion investigations and vehicle fraud cases across multiple provinces.

In a written decision, IRB member Azeem Lalji concluded Singh was part of a group involved in organized criminal activity, including a form of auto fraud known as re-vinning. “This group had structure and continuity. This group of people that is. There was an organized method of committing these frauds,” Lalji said, according to the transcripts.

The Canada Border Services Agency said Singh is one of 10 suspects deported following extortion-related investigations involving nearly 300 foreign nationals, resulting in 32 removal orders. Nine additional individuals are awaiting admissibility hearings.

Under Canadian immigration law, inadmissibility findings require “reasonable grounds to believe,” a lower threshold than proof beyond a reasonable doubt in criminal court.

Singh was ordered removed from Canada in December and held in detention pending deportation as a danger to the public, according to the board’s decision.
