White House Rules Out U.S. Troops in Ukraine but Floats “Air Options”

Leavitte said the administration is consulting with European governments to craft a framework acceptable to all parties.

The White House on Aug.19 reaffirmed that no American troops will be deployed on the ground in Ukraine, even as President Donald Trump explores new forms of “Article V-like” security guarantees to support Kyiv and European allies.

White House Press Secretary Karoline Leavitte told reporters during her daily briefing that Trump has drawn a clear line. “The president has definitively stated U.S. boots will not be on the ground in Ukraine,” she said. “But we can certainly help in coordination and perhaps provide other means of security guarantees.”
