This is not Pagilla’s first tenure on the board. He has previously served on the Science Advisory Board during both the first administration of Donald Trump and the administration of Joe Biden.
Since joining the University of Nevada, Reno in 2015, Pagilla has played a key role in advancing water research and innovation. He helped establish the Nevada Water Innovation Institute, where he serves as director, and has also chaired the university’s Civil and Environmental Engineering Department.
His research focuses on water reclamation and reuse, water treatment, and the interconnections between water systems, energy, and resources. His work has been widely cited by scientists and engineers in the field.
Pagilla holds a Ph.D. in civil and environmental engineering from the University of California, Berkeley, a master’s degree from the University of Oklahoma, and a bachelor’s degree in civil engineering from Osmania University in India.
The Science Advisory Board was established in 1978 under the Environmental Research, Development and Demonstration Authorization Act to provide independent advice to the EPA Administrator on major policy and scientific issues. The current board follows a nomination process opened to the public in May 2025, with its charter renewed in September 2025 as part of standard federal advisory committee procedures.
