Indian academic V. Ramgopal Rao has described the sharp decline in Indian student enrollments in the United States as a long-term structural change rather than a passing phase.
Rao, who serves as the group vice-chancellor of BITS Pilani, a private Indian university, said the trend is not temporary and called for sustained policy and institutional reforms within India to respond effectively.
