Indian-origin Ramank Bharti of Napa was appointed as Director of Risk Management and Project Controls at the California High-Speed Rail Authority by Governor Gavin Newsom on May 23. The role comes with an annual compensation of $225,000. The position does not require Senate confirmation.
Bharti most recently worked at ALSTOM Inc, where he held various roles from 2004 to 2025, including Project Director for United States West Coast Services, Region Controller, and Site Controller for North America. Prior to that, he served as Program Director at Transportation and Transit Associates and was an MBA intern with the New Orleans Regional Transit Authority. His earlier career includes engineering and managerial roles with the North Eastern Railway, Diesel Component Works, and Northern Railway in India.
He holds a Master of Business Administration degree in Finance from Tulane University and a Bachelor of Engineering in Mechanical Engineering from the Indian Railway Institute of Mechanical and Electrical Engineering. Bharti is registered as a Democrat.
Alongside Bharti, Governor Newsom announced several other appointments across the state government.
Andrew “Tristan” Peery of Sacramento has been named Senior Product Manager at the Office of Data and Innovation. Peery, a longtime web communications professional, most recently worked as Director of Web and Interactive Communications at UC Davis. His compensation will be $150,348.
Kevin Parzych of San Luis Obispo has been appointed Chief of Primary Care Services at Atascadero State Hospital. Parzych, a physician and hospice care leader, has served as Chief Medical Officer at Wilshire Health and Community Services since 2013. His salary is set at $374,400.
Madelynn McClain of Sacramento will serve as Director of the Division of Administrative Services at the California Department of Corrections and Rehabilitation. McClain, currently Assistant Deputy Director of Adult Institutions, will move into the new role pending Senate confirmation. Her compensation will be $208,440.
Raul Morales of Visalia has been appointed Warden at the Substance Abuse Treatment Facility and State Prison, where he has worked since 2001. Morales has held numerous leadership positions within the facility and has been acting warden since early 2024. He is registered without party preference and will earn $193,524 in his new role.
