Virginia-based independent analytical and technical innovation firm Systems Planning & Analysis (SPA) has appointed Indian American executive Rajat P. Badhwar as its chief information officer.
He will report directly to chief executive officer Rich Sawchak, the firm said.
In his new role, Badhwar will oversee SPA’s enterprise information technology function, including digital strategy, architecture, engineering, operations, data management, and business intelligence, with a mandate to strengthen secure and scalable technology and cybersecurity platforms, support national security customers, improve IT efficiency, and align technology investments with mission delivery, business growth, and acquisitions.

Badhwar brings more than three decades of leadership experience in secure technology and cybersecurity across engineering, defense, financial services, and cloud-based platforms. SPA said his background supports its efforts to build a secure, cloud-enabled, and data-driven technology environment aligned with evolving national security needs.
Sawchak said Badhwar “brings deep expertise in cybersecurity, cloud, and enterprise IT that will be critical as SPA continues to grow and support increasingly complex national security missions.” He added that the appointment would help keep the company’s technology secure, modern, and closely aligned with customer requirements.
Badhwar said his priority would be "ensuring technology directly supports mission outcomes for our national security customers." He noted his “plans to strengthen security and resilience, simplify operations as we scale, and advance our cloud, data, and cybersecurity capabilities in a disciplined and trusted way.”
His previous roles include senior cybersecurity and IT leadership stints at Voya Financial, AIG, Oracle, BAE Systems, Bank of America, and AOL Time Warner, along with holding top-secret clearance from the U.S. Department of Defense.
Badhwar’s academic background includes a Master of Science in Information Systems Technology from George Washington University and a Bachelor of Science in Electrical and Electronics Engineering from Karnatak University.
