Business Secretary Peter Kyle announced the appointment last week, describing Kohli as an experienced leader whose expertise will help advance the government's investment and growth agenda.

Kohli brings nearly three decades of senior leadership experience, including more than 20 years at energy giant Shell, where he has held a range of global positions spanning strategy, operations and commercial business divisions. He currently serves as chair of Shell UK Ltd and executive vice president for sustainability and carbon, overseeing initiatives aimed at supporting the transition to a low-carbon economy and driving sustainable business transformation.

He has also been recognized for his leadership and advocacy, including being named in INvolve’s global lists of senior role models, and was appointed as a Social Mobility Commissioner by the UK Government in 2022.

In his new role, Kohli will be responsible for setting the strategic direction of the Office for Investment, delivering on its key priorities and strengthening collaboration between government agencies and investors. The government said his appointment comes at a critical time as the U.K. seeks to boost investment, innovation and regional economic development.

Commenting on his appointment, Kohli said, “the UK has extraordinary strengths in innovation, talent and enterprise. I am delighted to be joining the Office for Investment and look forward to working with investors, businesses and partners across government to attract investment that drives growth, creates opportunity and delivers prosperity across the United Kingdom.”

Investment Minister Lord Stockwood welcomed the appointment, saying Kohli's extensive leadership experience would help strengthen the agency's ability to attract investment and create opportunities across the United Kingdom. “I look forward to working closely with Parminder to harness insights from across government and the private sector, strengthening our ability to drive growth through investment,” he said.

Office for Investment Director General Ceri Smith said the agency was entering a new phase of development and transformation, requiring a leader with strong private-sector experience and a high-profile public leadership presence. Smith said she looked forward to working with Kohli as he takes the helm later this year.
