The Cupertino City Council on Nov. 17 unanimously appointed Tina Kapoor as the city’s next City Manager, formalizing the interim role she has held since May 2025.
The decision, taken after a closed-session evaluation, took effect immediately.Kapoor will oversee municipal operations and carry out policy directions set by the council.

Mayor Liang Chao said Kapoor’s “experience, work ethic and leadership” made her well suited for the permanent role, adding that she has been a consistent partner to the council during her interim tenure.
Kapoor said she was honored to be confirmed and stated that she would continue working with staff, elected officials and residents to maintain service levels while helping shape a long-term vision for the city.
Kapoor has nearly 25 years of experience in local government, having served in a series of positions in San José, Fremont and Cupertino.
Since joining Cupertino City Council in 2021, she has held roles including economic development manager, deputy city manager, interim assistant city manager, acting city manager and interim city manager.
Her earlier work in Fremont and San José included business development, downtown revitalisation and workforce development initiatives. She has been recognized by the Silicon Valley Business Journal as a Woman of Influence.
Kapoor immigrated to the United States from India in 1999 and is the first Indian American to serve as Cupertino’s City Manager. She holds a bachelor of arts from the University of Delhi and also studied at Ohlone College.
