The Bihar Foundation USA East Coast Chapter (ETZ) welcomed the government’s initiative to establish an Artificial Intelligence Center of Excellence (AI CoE) in the state.
The initiative is being led by Indian American entrepreneur and founder of Tiger Analytics Mahesh Kumar, with support from academic institutions, industry partners, and members of the global Bihar diaspora.

The AI Center of Excellence has been established through a knowledge partnership with the Indian Institute of Technology (IIT) Patna and the Indian Institute of Management (IIM) Gaya, while Tiger Analytics—a global data and AI solutions company with a workforce of more than 8,000 engineers and technology professionals — is contributing industry expertise.
Mahesh Kumar, founder of Tiger Analytics, is originally from Naugachia in Bhagalpur district of Bihar. His participation in the initiative has been highlighted as an example of members of the global diaspora contributing to technology development in the state.
The new facility aims to create employment opportunities for young professionals in Bihar, promote awareness of artificial intelligence in academic institutions, and support the use of AI-driven tools within government departments. The initiative is also intended to help build a workforce aligned with global technology standards.
Bihar Foundation officials said the initiative also reflects collaboration between global technology leaders and diaspora networks. Early discussions around partnerships were supported through the Bihar Foundation under CEO Kundan Kumar, aligning with the broader vision of the Ministry of Electronics and Information Technology to expand artificial intelligence capabilities in India.
Representing the diaspora, Alok Kumar, chairman of the Bihar Foundation USA East Coast Chapter, visited Bihar along with Tiger Analytics founder Mahesh Kumar and the company’s global head of alliances, Badrish Prakash to support early-stage engagement on the project.
Officials said the initiative received administrative support from Bihar’s Information Technology Department, led by IT Secretary Abhay Kumar Singh and his team, including Arvind Chaudhary, who helped coordinate the establishment of the AI Center of Excellence at Bihta. Support was also acknowledged from Abhishek Singh of the Ministry of Electronics and Information Technology.
According to Bihar Foundation USA ETZ, Bihar has become the first state to integrate three AI centers into a unified Center of Excellence framework intended to streamline research, governance applications, and industry collaboration.
Members of the diaspora said the initiative reflects collaboration between government, academia, industry, and global networks to support the development of a technology-driven ecosystem in Bihar.
