Wanted Indian terrorist among ‘Worst of the Worst’ arrested by ICE

The Indian national is wanted in India for alleged terror plots and was arrested in California in 2025.

The U.S. Department of Homeland Security (DHS) has named Harpreet Singh, a wanted terrorist in India, among the “worst of the worst” criminal illegal immigrants arrested by the Immigration and Customs Enforcement (ICE) during President Donald Trump’s first year in office.

In a statement released on Jan. 20, DHS said Singh is wanted in India in connection with terrorist activities that included planning more than a dozen grenade attacks on police officials and is linked to Babbar Khalsa International (BKI), which the United States has designated as a foreign terrorist organization.

According to DHS, Singh entered the United States illegally through Arizona in January 2022 and was released into the interior of the country under the previous administration. ICE arrested him in April 2025.

U.S. law enforcement agencies had earlier confirmed that Singh was arrested in Sacramento, California, in a joint operation involving the Federal Bureau of Investigation and ICE’s Enforcement and Removal Operations.

At the time, officials said Singh had been living in the United States without legal status and had attempted to evade detection by using untraceable mobile phones. Authorities described the arrest as part of efforts to neutralize an individual accused by Indian agencies of involvement in militant networks and terror plots.

Babbar Khalsa International, the organization Singh is alleged to be linked with, is a pro-Khalistan militant group that seeks an independent Sikh homeland. It has been designated as a terrorist organization by the United States, India, Canada, the United Kingdom and the European Union, and has been linked to a series of assassinations, bombings and other attacks dating back to the insurgency in Punjab in the 1980s.

In 2025, India’s National Investigation Agency conducted raids at multiple locations in Punjab targeting operatives linked to recent grenade attacks on police installations, and officials said some of those networks had overseas connections, including individuals allegedly associated with Singh.

Singh remains in federal custody as immigration and legal proceedings continue under U.S. law.
