Krishnamoorthi unveils plan to limit Trump’s presidential powers in new Senate ad

The Illinois Democrat’s 17-point proposal seeks to bar self-pardons, third terms, and curb executive overreach.

Indian American congressman Raja Krishnamoorthi on Oct. 6 unveiled a series of legislative proposals aimed at limiting presidential powers and curbing what he called the “abuse of authority” under President Donald Trump.

The Illinois Democrat’s 17-point “Trump Accountability Plan,” released as part of his U.S. Senate campaign, seeks to prohibit self-pardons, bar presidents from seeking a third term, and restrict Immigration and Customs Enforcement (ICE) agents from wearing masks.

It also proposes invalidating executive orders that target specific individuals or entities and giving anyone facing denaturalization by the Department of Justice the right to a jury trial and legal counsel.

Krishnamoorthi’s campaign described the plan as a modern equivalent of the post-Watergate reforms meant to “rein in the presidency.” 
 



In his campaign advertisement, Krishnamoorthi said, “We’ve had some fun with my name, but this election is deadly serious. That’s why we’ve released a detailed plan to take on Trump. Like my name, it’s too long for a 30-second ad. Repeal Trump’s Medicaid cuts that give billionaires another tax break. And stop presidents from abusing power.”

The proposals include constitutional amendments to prevent self-pardons and third terms, requirements for the president, vice president, and Cabinet nominees to release five years of tax returns, and a ban on stock trading by presidents and senior officials. Violations would trigger a clawback of post-presidency benefits.

Krishnamoorthi’s plan also outlines measures to expand privacy protections by limiting the government’s data storage and collection powers and banning the federal government from pressuring states to share personal data “for invalid purposes like targeting immigrants.”

On redistricting, the plan calls for independent commissions or three-judge panels to oversee state maps, a ban on mid-decade redistricting, and the denial of federal election grants to states conducting partisan redraws — a provision that takes aim at both Trump-backed efforts in Texas and Illinois Democrats’ 2020 redistricting supported by Governor JB Pritzker.

In a letter accompanying the plan, Krishnamoorthi accused Trump of “deporting citizens and violating data privacy,” “targeting political enemies,” and “profiting off the presidency,” adding that Trump is “threatening our Constitution by hinting at pursuing a third term.”

Krishnamoorthi, who leads in fundraising for the Senate race, is running against U.S. Rep. Robin Kelly and Lt. Gov. Juliana Stratton for Sen. Dick Durbin’s seat. Kelly has emphasized health care access and gun violence prevention, while Stratton has focused on economic equity and reproductive rights.
