ICE is seeking more than $470,000 in civil fines against an Indian-origin immigration attorney over alleged fraudulent asylum filings, the Department of Homeland Security (DHS) announced on July 30.
Homeland Security Investigations (HSI) issued a Notice of Intent to Fine on July 28 against attorney Suraj Raj Singh, who operates a nationwide immigration practice and primarily represents Indian nationals seeking asylum before U.S. immigration courts.

DHS alleges that Singh submitted asylum declarations that were "identical or nearly identical" in language and substance, containing the same or substantially similar narratives and supporting details of claimed persecution across multiple cases.
The notice covers 54 immigration cases in which ICE alleges Singh prepared and filed 118 fraudulent documents. ICE is seeking the maximum civil penalty permitted under the law, totaling $470,584.
"Fraudulent asylum claims threaten the safety of the American people, undermine our immigration system, and delay the removal of dangerous criminal illegal aliens," DHS General Counsel James Percival said in a statement.
"ICE is seeking a fine of more than $470,000 from attorney Suraj Raj Singh. Under President Trump and Secretary Mullin, we will hold attorneys like this accountable and put an end to the practice of defrauding and abusing our immigration system," Percival added.
DHS said the action follows a directive issued by Percival in May to intensify enforcement against fraudulent asylum claims. The agency said it marks the second use of civil document fraud penalties under 8 U.S.C. 1324c(d).
In June, ICE issued five Notices of Intent to Fine against attorney Vinod Doddamani, seeking a combined $255,232 in civil penalties for alleged document fraud.
