Gujarat’s pollution trading model named Earthshot 2025 Finalist

The initiative, first piloted in Surat, has cut industrial pollution while boosting economic growth.

The Indian state of Gujarat has been named one of the finalists for the Earthshot Prize 2025 for its pioneering emissions trading scheme—an initiative that allows industries to grow while reducing air pollution.

Launched by the Gujarat Pollution Control Board (GPCB), the scheme is the world’s first trading system for particulate emissions. It sets an overall cap on industrial pollution and allocates emission permits to factories, which can trade unused quotas with others. This market-based model aims to reduce pollution more efficiently than traditional regulatory approaches.
