Indian American Democrat and Maine gubernatorial candidate Nirav Shah on April 14 released an education policy framework as part of his campaign for governor, outlining proposals focused on early childhood access, teacher support, and student services.
Currently a visiting professor at Colby College, Shah said the plan is aimed at addressing gaps in access and outcomes across Maine’s public education system.

“Maine has always believed that education is the great equalizer,” Shah wrote in a statement announcing the plan. “But right now, too many students are being left behind, and too many educators are being asked to do more with less. That is not acceptable.”

The plan proposes expanding access to high-quality pre-kindergarten, including full-day programs and partnerships with child care providers and Head Start. It also calls for strengthening the early childhood workforce, improving compensation, and aligning early learning with the K–12 system.
On student support, Shah outlined measures to expand full-service community schools, increase access to school-based mental health services, and invest in meal programs and after-school initiatives. The proposal also includes broadening partnerships to bring health care and social services into schools.
A central component of the plan focuses on educators, including commitments to review and raise teacher pay to remain competitive, provide additional compensation in rural and hard-to-staff schools, and expand incentives in high-need subject areas such as STEM, special education, and English language learning. Shah also proposed mentorship programs, career pathways, and stronger feedback systems for teachers.
The framework emphasizes evidence-based learning, including early reading screening, targeted tutoring, and individualized learning plans. It also calls for ensuring access to aligned instructional materials and ongoing professional development for educators.
For higher education, the plan includes expanding dual enrollment opportunities, aligning credits with workforce needs, and increasing access to career and technical education pathways, internships, and apprenticeships. It also proposes piloting non-traditional models such as microschools, particularly in underserved rural areas.
Shah’s proposal further highlights family engagement, including setting statewide standards, improving communication on student progress, and reducing delays in the release of state test scores.
“If we want to build a stronger future for our state, we must ensure that every child in Maine – no matter where they live – has access to a high-quality education and a real opportunity to succeed,” Shah said. “We must also ensure our teachers and educators have the support, respect, and resources they need.”
The election is scheduled for Nov.3, with party primaries set for June 9, to determine the candidates on the general election ballot in Maine.
