President Donald Trump’s sudden announcement that the United States will resume nuclear weapons testing ignited sharp debate on Capitol Hill Oct. 30, as senators pressed Vice Admiral Richard A. Correll—nominated to lead US Strategic Command—on the potential fallout of restarting underground nuclear explosions for the first time since 1992.

Trump’s remarks, delivered on the eve of his meeting with Chinese President Xi Jinping, upended a decades-long bipartisan consensus against explosive nuclear testing. “Because of other countries’ testing programs, I’ve instructed the Department of War to start testing our nuclear weapons on an equal basis,” Trump said. “That process will begin immediately.”
