The U.S. Army Corps of Engineers (USACE) appointed Lt. Col. Simratpal Singh as commander of its Super Typhoon Sinlaku Recovery Field Office on May 26 at the RFO headquarters in Saipan, Northern Mariana Islands.
Singh replaced Lt. Col. Adrian Biggerstaff, commander of the USACE Honolulu District, who led the field office through the critical early stages of the recovery mission following the storm’s widespread destruction across the Commonwealth of the Northern Mariana Islands.

“It is an honor to join this recovery mission and continue supporting the people of the Commonwealth,” Singh said. “Our team remains committed to working alongside FEMA, CNMI leadership, and our local partners to deliver safe, effective, and timely recovery operations for impacted residents.”
Singh currently serves as deputy commander of the U.S. Army Corps of Engineers Japan District and brings extensive emergency response and power-generation experience to the role. He previously served as Battalion executive officer for the 317th Brigade Engineer Battalion, 3rd Brigade, 10th Mountain Division at Fort Johnson, Louisiana.
Originally from Kent, Washington, Singh graduated from the United States Military Academy at West Point in 2010 and was commissioned into the U.S. Army Corps of Engineers.
Earlier in his career, Singh served with the 2nd Stryker Brigade Combat Team, 2nd Infantry Division, and deployed to Kandahar, Afghanistan, in support of Operation Enduring Freedom as a Route Clearance Platoon Leader.
During the deployment, he led more than 180 combat patrols, supported route engineering and force protection operations in Shah Wali Kot Province, and helped oversee the closure of two Army bases.
After completing the Engineer Captain’s Career Course, Singh joined the 249th Engineer Battalion at Fort Belvoir, Virginia, where he planned and executed 23 critical national defense deployment missions supporting strategic-level power operations worldwide.
He also coordinated disaster response exercises with FEMA, Army Corps of Engineers headquarters, and state emergency officials.
Singh later served as headquarters and headquarters company commander with the 249th Engineer Battalion, supporting disaster relief operations during Hurricanes Harvey and Maria while overseeing the maintenance and deployment of the Army’s industrial-scale generators.
He later earned a Master of Business Administration from the University of Maryland and served as an instructor and assistant professor of economics and finance at West Point, where he co-led Leadership, Ethics, and Diversity in STEM conferences and supervised the academy’s Investment Club.
His awards and decorations include the Bronze Star Medal, Meritorious Service Medal, Army Commendation Medal, Army Achievement Medal, Afghanistan Campaign Medal, NATO Service Medal, Combat Action Badge, Air Assault Badge, German Armed Forces Proficiency Badge, and Ranger Tab.
