USCIS introduces new civics test for green card holders

Green card holders applying for US citizenship on or after October 20, 2025, will take a new naturalization civics test, replacing the 2008 version.

The United States Citizenship and Immigration Services (USCIS) has started implementing a revised naturalization civics test for green card holders applying for U.S. citizenship on or after Oct. 20, 2025. 

The new test, titled the 2025 Naturalization Civics Test, replaces the 2008 version for new applicants and aligns with Executive Order 14161, which focuses on protecting the U.S. from foreign and national security threats.

In an official notice published in the Federal Register, USCIS confirmed that the new test is a modified version of the 2020 naturalization civics test, with some administrative changes. The agency said the update aims to standardize testing procedures and allow sufficient time for applicants to prepare.

“Aliens who file Form N-400 to apply for naturalization before Oct. 20, 2025, will take the 2008 naturalization civics test,” USCIS stated. “Aliens who file Form N-400 to apply for naturalization on or after Oct. 20, 2025, will take the 2025 test.”

The naturalization civics test evaluates an applicant’s knowledge of U.S. history, government, and democratic principles. The 2025 version is expected to include content similar to the 2020 test but with adjustments to how questions are administered.

USCIS emphasized that answers on the civics test may change periodically due to “federal or state elections, certain judicial appointments, or statutory updates". Applicants must provide the name of the official serving at the time of their naturalization interview. Updated information about such changes is available on the USCIS website.

For lawful permanent residents aged 65 or older who have lived in the U.S. for 20 years or more, USCIS will continue to offer a simplified version of the exam. This consists of 10 questions drawn from a set of 20, either from the 2008 or 2025 test bank, depending on when the applicant files Form N-400. These applicants may also take the test in the language of their choice.

USCIS clarified that the transition period before Oct. 20, 2025, is meant to ensure applicants have enough time to familiarize themselves with the new material and testing process.

The agency reiterated that the civics test remains a key component of the naturalization process, designed to evaluate applicants’ understanding of the rights and responsibilities of U.S. citizenship.

As of now, all naturalization applications filed on or after Oct. 20, 2025, will be subject to the 2025 Naturalization Civics Test. Those submitted before that date will continue under the 2008 version.
