Startups and educational ins brace as Trump’s H-1B fee fuels brain drain

Irrespective of how long the fee lasts, its ripple effects may already be reshaping choices in boardrooms, laboratories, and family homes.

When President Donald Trump signed an executive order imposing a $100,000 fee on H-1B visa petitions filed after Sept. 21, the shockwaves rippled far beyond Silicon Valley.

The order, structured as an entry ban under Section 212(f) of the Immigration and Nationality Act, primarily affects workers outside the United States. But the impact may be most severe on the very institutions least equipped to bear the cost: universities, nonprofit hospitals, and startups.
