ਮਿਲਰ ਨੇ ਸਮਝਾਇਆ ਕਿ ਜਦੋਂ ਕਿ ਪਿਛਲੀਆਂ ਕਾਰਵਾਈਆਂ ਨੇ ਮਦਦ ਕੀਤੀ ਹੈ, ਇਸ ਟੀਚੇ ਨੂੰ ਪੂਰਾ ਕਰਨ ਲਈ ਹੋਰ ਤਬਦੀਲੀਆਂ ਦੀ ਲੋੜ ਹੈ। ਅਸਥਾਈ ਪ੍ਰਵਾਸੀਆਂ ਵਿੱਚ ਵਾਧੇ ਨੇ ਰਿਹਾਇਸ਼ ਅਤੇ ਸਿਹਤ ਸੰਭਾਲ ਪ੍ਰਣਾਲੀਆਂ 'ਤੇ ਦਬਾਅ ਪਾਇਆ ਹੈ।
