Sanjay Rai: Building Maryland’s future through accessible education

Over three decades later, as Secretary of the Maryland Higher Education Commission, Rai oversees one of America’s most diverse higher-education ecosystems.

When Sanjay Rai left India on August 15, 1987—Independence Day—he had no idea his journey from a steel-town classroom to Maryland’s top education office would mirror the promise of opportunity he now champions.

A first-generation high-school graduate from Uttar Pradesh’s Allahabad University, Rai earned his master’s in Canada before pursuing a PhD in mathematics at the University of Arkansas. “My research was in differential equations,” he recalled, “and later in how mathematical modelling can help in medicine and studying diseases.”
