Indian American Democrat Nirav D. Shah on May 1 unveiled an environmental plan centered on energy costs, climate preparedness, conservation and housing development as part of his campaign for governor of Maine.
Announcing the proposal, Shah said Maine’s forests, rivers, coastline and working lands “define our identity” and outlined a strategy to protect the environment while lowering costs for families and advancing clean energy goals.

The plan, which links environmental protection with affordability and public health, follows earlier policy proposals, including plans on lowering costs for families, supporting small businesses, and protecting reproductive freedom.

“This plan is grounded in the simple belief that we can protect our environment, lower costs for families, meet clean energy goals and build a stronger future, but only if we are willing to lead with urgency, follow the data, and take responsibility for the choices in front of us,” Shah said.
He added that, if elected, he would “bring a public health approach” to environmental policy.
The plan identifies five priority areas: reducing PFAS (per- and polyfluoroalkyl substances) exposure and ensuring safe drinking water; lowering energy costs through clean energy transition; preparing for climate-related disasters; preserving land, water and wildlife; and pursuing housing development alongside environmental safeguards.
On contamination, Shah proposes treating PFAS as a public health emergency, expanding statewide testing and cleanup, and ensuring immediate access to safe drinking water through bottled supply, filtration systems and permanent infrastructure solutions. The plan also calls for holding polluters accountable and supporting farmers affected by contamination.
On energy, Shah proposes modernizing the electric grid, accelerating renewable energy deployment and reducing dependence on fossil fuels to stabilize prices. The plan also includes investment in offshore wind infrastructure and workforce development, along with measures to ensure large energy users such as data centers do not raise costs for residents or strain water resources.
Addressing climate risks, the proposal cites increasing extreme weather, flooding and storm damage in Maine, and calls for investment in infrastructure, emergency preparedness, coastal protection and grid resilience. It also includes targeted support for vulnerable communities facing disproportionate climate impacts.
The plan further calls for expanded conservation of forests, wetlands, waterways and wildlife habitats while maintaining access to working lands. On housing, Shah proposes denser development in existing communities, streamlined permitting and sustainable construction practices to balance growth with environmental protection.
Shah said the proposal reflects concerns he has heard across the state about environmental risks and rising costs, adding, “Maine’s environment is who we are. Our forests, rivers, coastline, and working lands define our identity, sustain our economy, and connect generations of Mainers to this place we call home.”
The Maine gubernatorial election is scheduled for Nov. 3, with party primaries set for June 9.
