Indian American democrat Nirav Shah on April 24 unveiled a plan aimed at reducing barriers for small businesses as part of his campaign for the governor of Maine.
“Small businesses are the backbone of Maine’s economy–99 percent of all businesses and more than half of our workforce. But too many entrepreneurs are still running into barriers just to get started or grow,” Shah said.

The plan proposes a one-stop digital portal for permits, filings, and renewals, along with consolidating business deadlines and requiring state agencies to modernize systems and share data. It also calls for setting processing timelines for permits and improving transparency in regulatory requirements.
A key focus is easing the transition from sole proprietor to employer. Shah proposes simplifying the process of hiring a first employee, including reducing compliance burdens and offering financial support tied to onboarding costs.
The proposal also addresses succession challenges, noting that thousands of Maine businesses owned by older residents risk closure without transition plans. Shah calls for creating a Maine Employee Ownership Center and expanding support for employee ownership and local buyouts.
Beyond regulatory reform, the plan links small business growth to broader economic conditions. It treats housing, childcare, and broadband as core infrastructure needed for workforce participation and business expansion.
Shah also proposes lowering energy costs for businesses, citing high commercial electricity rates, and positioning Maine as a clean energy leader to reduce long-term costs.

The plan highlights sector-specific growth, including support for Maine’s food economy by increasing procurement of locally produced food for schools, as well as backing industries such as outdoor recreation, defense supply chains, and the blue economy.
It further calls for investment in community “third places” such as cafes, libraries, and local gathering spaces, citing their role in supporting local economies and workforce retention.
The campaign document states that Maine remains one of the more difficult states to start a business due to high costs, slow permitting, and outdated systems, despite above-average business survival rates.
“The problem isn’t Maine. It’s the on-ramp,” Shah said.
“As Governor, I will remove the barriers that slow small businesses down, back the entrepreneurs who are already here, and grow Maine’s economy in a way that strengthens every community in the state,” he added.
The Maine gubernatorial election is scheduled for Nov. 3, with party primaries set for June 9.
