India's FCRA bill targets Christians, alleges US Congressman Moore
Moore said that the proposed changes would permit government takeovers of churches and religious charities.

U.S. Rep. Riley Moore has criticized the proposed amendment to India's Foreign Contribution (Regulation) Act, alleging that despite the country's long Christian history, Parliament is considering changes that amount to a "clear attack against Christians."
In a post on X, the Republican congressman from West Virginia claimed the proposed amendment would allow the government to take over churches and religious charities. He said such a move would become "a point of major concern" in the U.S.-India bilateral relationship if the bill is passed in its current form.
Moore said Christians have been present in India since St. Thomas the Apostle traveled to the Malabar Coast. He alleged that the proposed changes would permit government takeovers of churches and religious charities, calling it "a clear attack against Christians." He added that if the bill proceeds as proposed, it would be "a point of major concern in our bilateral relationship with India."

The Foreign Contribution (Regulation) Amendment Bill, 2026, seeks to amend the Foreign Contribution (Regulation) Act, 2010, which governs how nongovernmental organizations, charitable trusts, educational institutions, religious bodies and associations receive and use foreign donations.
Under the existing law, organizations must obtain registration from the Ministry of Home Affairs before accepting foreign contributions. The registration must be renewed every five years.
