Entrepreneur Rahul Roy plans Silicon Valley meet to promote Brand Bengal

Roy aims to mobilize the Indian diaspora in America—one of the world’s largest and most accomplished global communities, which is increasingly eager to drive economic growth in the home country.

The electoral victory of the Bharatiya Janata Party (BJP) in Bengal, culminating in a new government led by Chief Minister Suvendu Adhikari, has sparked enthusiasm well beyond state borders. 

Among those celebrating the historic shift are many Indian Americans with roots in Bengal, including Silicon Valley entrepreneur, angel investor, and philanthropist Rahul Roy.

Roy, the chief technology officer of ARC Document Solutions—a cloud SaaS company anchoring the architecture, engineering, and construction industry—and chairman of the Roy Foundation, is now channelling this momentum into concrete action.

He has launched plans to host a high-profile event, Confluence2027, scheduled for April 9–11 next year, at the McEnery Convention Center in San Jose, California. The high-profile summit aims to aggressively promote Brand Bengal in the heart of Silicon Valley.

Built and designed in Silicon Valley, the meet will bring together founders, investors, physicians, academicians, and engineers across four flagship forums titled Capital, Vertical, Vital, and the cultural forum, Eternal.

“From healthcare and medtech to AI, venture capital, edtech and investment banking, we are bringing together top global names that are connected with Bengal to participate in this summit. We are working towards making it one of the biggest ever diaspora events to attract investments to the state,” said Roy, who was an early investor in Kolkata and has been involved in initiatives across different sectors in the state of West Bengal over the past two decades.

The summit will focus on a range of topics including frontier AI, regenerative medicine, and aligned capital with three days of fireside conversations, founder-VC matchmaking meets, and a live pitch floor.

Terming the event as a bridge between Kolkata and the Silicon Valley, Roy’s aim is to go well beyond the three-day event and create a corridor for cross-flow of venture and growth capital, entrepreneurs, talented professionals and philanthropy between Bengal and California.

Led by Roy himself, the team which is putting the event together includes many top Indian American names including Sudip Chattopadhyay, professor of economics at San Francisco State University; Yogi Chugh, executive managing director of S5 Advisory, a corporate real estate advisory firm; Dr Annu Navani, MD, founder & chief medical officer, World Institute of Regenerative Medicine; Vishal Tripathi, Silicon Valley investor; Dr Purnendu Chatterjee, chairman & founder, The Chatterjee Group and Dr Achintya Moulick, president, CEO, founder & chair, GHF, CarePoint Health (Hudson Health System).

The Confluence2027 initiative is being established as a multi-forum platform in Silicon Valley and Build Bengal X Silicon Valley, which will be launched at the event, is designed as a dynamic technology corridor connecting West Bengal and Silicon Valley. 

“It will facilitate a two-way exchange of capital, talent, and philanthropic efforts, aiming to create a lasting partnership rather than sporadic interactions. The launch event will officially activate the corridor, transforming initial interest into concrete commitment and, ultimately, into capital flows,” Roy, who is the founder of Confluence2027, said. 

The focus of the corridor is a wide range of sectors including AI research, AI infrastructure, software & technology, regulatory frameworks and public-sector partnerships, medtech and health tech; education and skilling, talent mobility and developing a philanthropic backbone. 

“Bengal contributes robust talent density, deep engineering expertise, and vibrant entrepreneurial energy. Silicon Valley, in turn, offers vital capital, extensive networks, and a proven methodology for building industry-leading companies. Historically, a structured pathway for these two regions to connect has been absent. The Build Bengal corridor will provide precisely that structure,” Roy said. 

The foundation rests on three key pillars: cross-border venture and growth capital; a talent and network bridge to foster connections among founders, operators, engineers, and innovators across both sides of the corridor and diaspora-led philanthropy to channel giving into education, opportunity, and critical talent infrastructure throughout West Bengal.

“Recent political developments in Bengal and a renewed public appetite for progress have opened a credible window for a new developmental direction,” Roy noted. 

“The Bengali diaspora represents a rare convergence of three vital assets: substantial capital, deep technical expertise in scaling infrastructure, and a profound emotional commitment to the region’s advancement. Senior members of this community frequently observe that the desire to engage with West Bengal has historically exceeded the available channels for doing so.”

For Roy, Confluence2027 is the definitive platform to bridge that gap and channel this untapped potential back into Bengal.
