Indian American executive Ashutosh Vats was appointed to the North Carolina Innovation Council by Governor Josh Stein.
Sworn in on Dec. 5, Vats is among two new members joining the council, alongside Jonathan Greene, who was appointed by Lieutenant Governor Hunt and sworn in during the council’s Oct. 29 meeting in Raleigh.

The appointments come as the council continues its work to strengthen North Carolina’s position as a national innovation and technology hub.
In a LinkedIn post acknowledging the appointment, Vats said, “Thank you, Governor Josh Stein for the opportunity to support North Carolina's mission to remain a top-tier innovation hub in the country. I'm looking forward to contributing to the future growth of NC.”
The North Carolina Innovation Council brings together policymakers, entrepreneurs, academics and industry leaders to help test innovative ideas while shaping regulatory frameworks through initiatives such as the state’s Regulatory Sandbox Program.
The program allows emerging technologies to be tested under tailored regulatory guidance, with participation encouraged from startups, financial institutions, insurers, academic researchers and technology developers.
“The Innovation Council is fortunate to welcome two accomplished professionals whose expertise spans finance, technology and corporate law,” said Doug Hague, chair of the NC Innovation Council.
“Jonathan and Ashutosh’s insights will strengthen our mission to foster innovation, entrepreneurship and responsible growth across North Carolina’s emerging technology sectors,” he added.
Vats brings more than 15 years of experience across finance and growth technology, advising management teams, boards of directors and financial sponsors on strategic capital markets activities. He is a managing director at ICR Capital, where he works with senior leadership on initial public offerings and other capital markets transactions.
