Two top American senators, Dick Durbin and Chuck Grassley, on Sept. 30 reintroduced bipartisan legislation to overhaul the H-1B and L-1 visa programs, warning that loopholes have allowed U.S. companies to undercut American workers and exploit foreign employees.

With this, the H-1B and L-1 Visa Reform Act of 2025 marks the latest effort by Congress to curb fraud and abuse in the nation’s most extensive skilled-worker visa programs.
