Mukund Parthasarathy, senior R&D vice president at Dow, has been appointed to the Board of Directors of the U.S.-India Strategic Partnership Forum, alongside Chirfi Guindo, executive vice president at Merck & Co. Inc., the organization announced.
Parthasarathy serves as senior R&D vice president for Performance Materials & Coatings at Dow and has held several positions at the company. Most recently, he was R&D vice president for Packaging & Specialty Plastics and Hydrocarbons.
He served as global technical service and development director for Dow Performance Silicones from June 2016 to June 2018 and as vice president for Global Application Engineering & Technical Services at Dow Corning Corp. from February 2015 to June 2016.

Parthasarathy joined Dow Corning in 2009 from GE Plastics, where he progressed through several research and development roles before serving as general manager of Global Noryl Technology from 2005 to 2008.
With more than 25 years in the chemical industry, Parthasarathy brings business and technical experience to the USISPF board. His work has focused on innovation, advanced manufacturing and materials science.
“It is my honor to serve on the USISPF Board and support our common mission to strengthen ties between the United States and India,” Parthasarathy said.
“I am particularly excited about maintaining Dow’s long-standing commitment including the opportunity to contribute our wider innovation and technical expertise to advancing the USISPF twin pillars of mutually-beneficial commercial & economic development,” he said.
He also cited his interest in contributing to impact, development and people-to-people alliances.
Guindo, who is executive vice president of Strategic Access, Policy & Communications at Merck, also joins the board. He is a member of the MSD Executive Team and oversees the company’s global policy, pricing and access strategies.
Guindo previously served as senior vice president and chief marketing officer for Human Health, where he led the development and implementation of MSD’s strategy for its Human Health portfolio.
He has spent more than 25 years with MSD, holding positions in finance, commercial operations, marketing strategy and profit and loss management. He has also led global marketing for MSD’s HIV portfolio and Human Health businesses in Canada, the Netherlands and South Africa.
USISPF Chairman John Chambers said the two executives bring expertise and leadership to the organization.
“The strength of the U.S.-India partnership comes from leaders who are willing to shape what’s next,” Chambers said. “Chirfi and Mukund bring deep expertise, global perspectives, and a proven record of leadership.”
USISPF President and CEO Dr. Mukesh Aghi said their private-sector expertise would support the organization’s work to strengthen cooperation between Washington and New Delhi.
Aghi highlighted Guindo’s experience in global healthcare and life sciences and Parthasarathy’s background in advanced manufacturing and materials science.
