According to the announcement, Shah and Victor Young, who were appointed on Dec. 12, 2025, fill seats vacated by former trustees Kristin Harper and Craig Reed after the conclusion of their terms.
Shah is a partner in the Houston office of Gibson, Dunn & Crutcher LLP, where he advises corporations and executives facing complex state, federal, congressional and internal investigations and represents clients in high-stakes civil litigation, particularly in matters involving state attorneys general enforcement actions.
Before joining the firm as a partner in January 2026, Shah served in several senior roles in government.
He was the acting United States attorney for the Northern District of Texas, leading one of the largest federal prosecutorial districts in the country and overseeing more than 120 prosecutors handling cases involving securities and healthcare fraud, public corruption, cybercrime and national security threats.
He also served as first assistant U.S. attorney in the district and as deputy assistant attorney general in the U.S. Department of Justice’s Environment and Natural Resources Division.
Earlier in his career, Shah worked in the U.S. Senate as chief of staff and chief counsel to Senator Ted Cruz, including service on the Senate Judiciary Committee, and held senior positions in the Texas Attorney General’s Office, including senior counsel to the attorney general and assistant solicitor general. In those roles, he was involved in major multistate litigation and enforcement actions and in advising on significant legal and policy matters.
Shah earned his Juris Doctor with honors from the University of Chicago Law School and clerked for Judge Jerry E. Smith on the U.S. Court of Appeals for the Fifth Circuit.
