The Justice Department on Sept. 16 filed a lawsuit against Rhode Island, alleging that a loan-forgiveness program aimed at recruiting “teachers of colour” unlawfully excluded white applicants and violated federal civil rights law.

In a complaint filed in a federal court in Providence, government lawyers said the “Educators of Colour Loan Forgiveness Program” offered up to $25,000 in student loan relief to newly hired teachers who identified as Black, Hispanic, Asian, American Indian or multiracial. White teachers were ineligible.
