Ryan Neelam appointed CEO of Centre for Australia–India Relations

Neelam will commence his new role at CAIR in mid-January 2026.

Indian-origin Australian Ryan Neelam has been named the new Chief Executive Officer (CEO) of the Centre for Australia–India Relations (CAIR).

CAIR is a national platform established by the Australian Government in 2023 to support and facilitate greater collaboration and engagement with India. The centre works across all levels of government, industry, academia and civil society to ensure a better understanding of the relationship between the two nations.

Neelam will commence his new role at CAIR in mid-January 2026, following his tenure at the Lowy Institute, where he serves as Director of the Public Opinion and Foreign Policy Program. He has led the flagship annual Lowy Institute Poll and the Global Diplomacy Index, and has contributed to research on climate diplomacy and multilateral policy.

Addressing his new position at CAIR, Neelam wrote on LinkedIn,

“Very excited to be starting a new chapter in January as the CEO of the Centre for Australia-India Relations. India is a hugely consequential country for Australia and the world, and I look forward to working across the community to strengthen this vibrant relationship.”

“I will still be at the Lowy Institute for another month, with a final few things to contribute as a think tanker. But for now, looking forward to this new adventure!”

Prior to the Lowy Institute, Neelam served as an Australian diplomat for 14 years. He has been a part of Australia's Consulate-General in Hong Kong and at the Australian Mission to the United Nations in New York, where he helped negotiate the UN Sustainable Development Goals, worked on Australia’s term on the UN Security Council, and led on climate change.

During his diplomatic career, Neelam has managed key bilateral and multilateral relationships, developed policy, and represented Australia on global economic, climate, human rights, and peace and security issues.
