Congressman Raja Krishnamoorthi (D-IL) called for an immediate congressional hearing with Homeland Security Secretary Kristi Noem following reports of racial profiling and excessive use of force by Immigration and Customs Enforcement (ICE) agents in Illinois.
In a letter to House Oversight Committee Chairman James Comer on Sept. 24, Krishnamoorthi accused ICE of engaging in a “concerted effort to sow fear and uncertainty in select communities and states that didn’t vote for President Trump last year.”

He urged the committee to summon Secretary Noem to explain what he called “unconstitutional conduct” and the misuse of federal resources for “political retribution.”

The demand comes after incidents tied to “Operation Midway Blitz.” On Sept. 16 in Elgin, an American citizen was allegedly dragged from his home and detained by ICE agents without explanation. The same day, another Illinois resident was reportedly tased in the face in front of his children by unidentified agents.
Days later, at ICE’s Broadview facility, federal officers fired pepper balls and chemical agents at demonstrators, sending some to the hospital. At least 16 protesters were arrested that weekend amid accusations of racial profiling.
“These incidents are being repeated throughout the nation,” Krishnamoorthi wrote, warning that Americans are being made to “feel afraid and insecure in their own homes simply because of the color of their skin.”
Reinforcing his stance on social media, Krishnamoorthi posted on X, “ICE’s reckless actions in Chicago, including detaining an American citizen in Elgin, are unacceptable. That’s why I’m demanding an Oversight hearing with DHS Secretary Noem.”
Krishnamoorthi and fellow Illinois Representative Jonathan Jackson have also been blocked from entering an ICE facility in Chicago, raising questions about transparency. Illinois Governor J.B. Pritzker has condemned the operations, warning that the lack of coordination between federal and state officials undermines trust and public safety.
