Indian-origin doctor sentenced for fraud in Pennsylvania

The court orders over $4 million in restitution and forfeiture in the fraud case.

An Indian-origin physician from Pennsylvania has been sentenced to 14 years in prison for orchestrating multiple fraud and drug distribution conspiracies, the Justice Department announced.

Neil K. Anand, 48, of Bensalem, was ordered to serve 168 months in federal prison and pay over $2 million in restitution and an additional $2 million in forfeiture.

According to court records, Anand submitted false claims to Medicare, the U.S. Office of Personnel Management, Independence Blue Cross, and Anthem through so-called “Goody Bags” of unnecessary prescription medications. These were dispensed by pharmacies he owned, resulting in more than $2.4 million in reimbursements.

To push patients to accept the medications, Anand also conspired to distribute oxycodone outside legitimate medical practice. Evidence showed that unlicensed medical interns wrote prescriptions for controlled substances on blank prescription pads pre-signed by Anand. In total, he prescribed more than 20,000 oxycodone tablets to just nine patients.

Prosecutors said Anand further attempted to conceal the proceeds of his crimes by transferring $1.2 million into accounts held in the name of a relative and designated for a minor beneficiary.

In April 2025, Anand was convicted of conspiracy to commit health care and wire fraud, health care fraud, money laundering, unlawful monetary transactions, and conspiracy to distribute controlled substances.

The case was investigated by the Department of Health and Human Services Office of Inspector General, the U.S. Postal Service Office of Inspector General, and the Office of Personnel Management Office of Inspector General. It was prosecuted by Trial Attorneys Paul J. Koob, Patrick J. Campbell, and Arun Bodapati of the Justice Department’s Fraud Section.
