The Indian Ambassador to the United States, Vinay Mohan Kwatra, described India's new nuclear energy bill as 'a giant leap in India’s energy and strategic landscape', hailing the bill's ability to not just improve economic tis between the countries but also the diplomatic camaraderie between the two democracies.
Kwatra, in an opinion piece written for The Hill, remarked that India went from breaking the shackles of nuclear hesitation with the 2008 Civil Nuclear Agreement with USA to India’s Parliament passing the Sustainable Harnessing and Advancement of Nuclear Energy for Transforming India Act, or the SHANTI Act and thereby opening a "clear path to the rapid growth and expansion of nuclear power."

The act aims to accelerate India's nuclear power capacity to 100 GW by 2047. It will promote private sector participation, streamline regulations, and focus on advanced reactor technologies for clean and reliable energy. The act also provides for foreign investments in Indian nuclear projects.
According to Kwatra, the Act also capitalizes on the momentum built by India-U.S. COMPACT (Catalyzing Opportunities for Military Partnership, Accelerated Commerce & Technology), reaffirming Prime Minister Narendra Modi and President Donald Trump's "commitment to joint nuclear projects, localization, technology transfer and the deployment of advanced and small modular reactors."
