U.S. President Donald Trump on Nov. 6 said the United States needed to remain liquid to respond to unforeseen issues as the government remained shut for the 37th day.
"Our country has to remain very liquid because problems -catastrophes, wars, could be anything," Trump told reporters at the White House in response to a question regarding a court ruling that the administration must to fully fund food aid for 42 million low-income Americans in November by Nov. 7.
"We have to remain liquid. We can't give everything away based on a number," Trump said.
