US President Donald Trump, in a letter addressed “to all NATO Nations and the world,” on Sept. 13 urged allies to stop purchasing Russian oil and commit to sweeping sanctions, while also proposing tariffs of up to 100 percent on China as leverage to end the war in Ukraine.

“I am ready to do major sanctions on Russia when all NATO nations have agreed, and started, to do the same thing, and when all NATO nations stop buying oil from Russia,” Mr. Trump wrote. He criticised what he described as NATO’s lack of full commitment, adding, “The purchase of Russian Oil, by some, has been shocking! It greatly weakens your negotiating position and bargaining power over Russia.”
