NYC Mayor appoints 2 Indian Americans to rent guidelines board

The two Indian Americans will serve on the New York City board that sets annual rent increases for rent-stabilized apartments.

New York City Mayor Eric Adams named two Indian Americans to the Rent Guidelines Board, which determines annual rent increases for nearly one million rent-stabilized apartments.

Arpit Gupta has been reappointed as a public representative, a position he has held since 2022, while  Sagar Sharma has been appointed as a tenant representative.

Currently  an associate professor of finance at New York University Stern School of Business, Gupta’s research focuses on housing markets, mortgage finance, foreclosures, and household debt, using large-scale datasets to study default dynamics in real estate and corporate finance. 

His work has examined foreclosure contagion in mortgage markets and the impact of adverse health and economic shocks on bankruptcies and housing stability.

Gupta has previously worked with the Federal Reserve Bank of New York as a doctoral summer intern and has consulted on real estate and urban policy issues.

Earlier in his career, he served as a research coordinator at Columbia Law School and worked as a consultant with Edgewood Management LLC, where he designed and taught courses on investments and corporate finance. 

Sharma currently serves as the deputy director of the Housing Unit at Legal Services NYC, where he has worked since 2018. His work includes representing low-income tenants in housing court, enforcing rent stabilization laws, and developing litigation strategies to prevent displacement and preserve affordable housing.

Before becoming deputy director in 2024, Sharma served as a supervising attorney and staff attorney within the Housing Unit. He has also taught as an adjunct clinical professor at New York Law School. 

Earlier, he worked with New York State’s Tenant Protection Unit and the New York State Fair and Equitable Housing Office, assisting with enforcement actions, settlement negotiations, and legal research related to rent regulation and tenant protections. 

The Rent Guidelines Board plays a central role in shaping housing affordability in New York City, with its decisions directly affecting rent increases for rent-stabilized apartments amid continued pressure on the city’s housing market.
