Pennsylvania State Sen. Nikil Saval said a home repair program he helped create in Pennsylvania has become federal law after it was included in the bipartisan 21st Century ROAD to Housing Act.
The legislation passed on July 11 without President Donald Trump's signature, creating a national Whole-Home Repairs program modeled on Pennsylvania's initiative. The measure was introduced by Sens. John Fetterman, and Cynthia Lummis, before being incorporated into the broader bipartisan housing package.

"In 2022, when we passed the Whole-Home Repairs program in Pennsylvania, we knew it could be a model for other states and even the country," Saval wrote on social media. "Today–with the inclusion of a national Whole-Home Repairs program in the 21st Century Road to Housing Act and its passage into law–it is."

Pennsylvania launched the Whole-Home Repairs program in 2022 with $125 million in funding from the American Rescue Plan. The initiative provides grants and forgivable loans to low- and moderate-income homeowners and small landlords to make critical repairs, improve energy efficiency and increase accessibility.
The federal program establishes a U.S. Department of Housing and Urban Development pilot program to provide grants and forgivable loans for home repairs.
The 21st Century ROAD to Housing Act passed both chambers of Congress with bipartisan support. In addition to the Whole-Home Repairs program, the law includes measures to boost housing construction, expand access to affordable mortgages, encourage local zoning reforms, support manufactured housing and limit private equity firms' purchases of single-family homes.
U.S. Sen. Elizabeth Warren celebrated the bill becoming law in a post on X, writing, "BREAKING: the clock struck midnight and our bipartisan housing bill is now law. Trump refused to sign it, but he couldn't stop it. This law is GROUNDBREAKING. It will build more housing, bring down costs, and for the first time, stop private equity from buying up homes."
