DHS seeks to end pure lottery in H-1B visa system

Currently, U.S. Citizenship and Immigration Services (USCIS) runs a random electronic lottery among hundreds of thousands of registrations submitted each year

The Trump administration on Sept. 23 proposed overhauling the H-1B visa lottery, replacing the current random draw with a weighted system that gives higher odds to higher-paid and higher-skilled workers — a change officials say would better serve Congress’s intent for the program.

The Department of Homeland Security (DHS), in a notice of proposed rulemaking published in the Federal Register on Sept. 24, said the new process would “generally favour the allocation of H-1B visas to higher-skilled and higher-paid aliens, while maintaining the opportunity for employers to secure H-1B workers at all wage levels”.
