Rep. Bera moves to honor California’s public education system

The resolution reaffirms the federal government’s commitment to supporting the University of California (UC), California State University (CSU), and California Community Colleges (CCC).

Indian American Congressman Ami Bera (D-CA) introduced a bipartisan resolution recognizing the contributions of California’s public higher education systems.

Bera, who co-chairs the California Public Higher Education Caucus alongside Rep. Jay Obernolte (R-CA-23), introduced the resolution that acknowledges the critical role California’s public colleges and universities play in expanding opportunity, driving innovation, and supporting the state’s economy.

The resolution reaffirms the federal government’s commitment to supporting the University of California (UC), California State University (CSU), and California Community Colleges (CCC). Together, these systems serve more than 2.8 million students across the state.

Bera, who founded the bipartisan caucus in 2014, emphasized the significance of public higher education in California’s economic and social fabric. “As a proud UC alum and former educator, I’ve seen firsthand how California’s public colleges and universities open doors and fuel our economy,” he said. 

“These institutions are some of the most powerful engines of upward mobility in the country, especially for students from underserved communities. I’m proud to lead this bipartisan resolution with Representative Obernolte to recognize their contributions and reaffirm our commitment to helping them thrive,” he added.

The resolution highlights the foundational role of the 1960 California Master Plan for Higher Education in defining the missions of the three systems. It recognizes UC’s emphasis on research and graduate education, CSU’s focus on undergraduate and regional workforce needs, and CCC’s role in providing affordable access to vocational training and pathways to higher education.

The resolution also points to the innovation emerging from California’s public colleges and universities, citing landmark breakthroughs such as the invention of the internet and cochlear implants at UC.

According to a release from Rep. Bera's office, UC generates $82 billion in economic activity annually; CSU contributes nearly $27 billion; and CCC adds $170 billion to the state’s economy while supporting 1.7 million jobs.

The resolution has the support of 20 original cosponsors from across California.
