ਇਨ੍ਹਾਂ ਪੰਜ ਕੇਸਾਂ ਵਿੱਚ ਸ਼ਿਕਾਇਤਾਂ ਮਿਲਣ ਤੋਂ ਬਾਅਦ ਲੀਪਾ-ਪੋਚੀ ਦਾ ਕੰਮ ਕੀਤਾ ਗਿਆ ਅਤੇ ਕਿਸੇ ਵੀ ਗਵਾਹ ਨੂੰ ਅਦਲਤਾਂ ਵਿੱਚ ਪੇਸ਼ ਨਹੀਂ ਕੀਤਾ ਗਿਆ ਤੇ ਮੁਲਜ਼ਮਾਂ ਨੂੰ ਛੱਡਿਆ ਗਿਆ।
